8/16/07 - Fatal MVC on I-95 Northbound at the Toll Plaza

Fatal MVC on I-95

At 2129 on Thursday, August 16 Aetna was dispatched to a Motor Vehicle Collision with entrapment and multiple victims on Interstate 95 Northbound, just south of the toll plaza.

Engine 95 was investigating a fire alarm at the University Garden Apartments and quickly wrapped up to make the response. EMS-9, Rescue 8, Engines 93 & 74, Ambulances A7, A8, Chief 98, Medic 6A, Medic Command ALS-23, (Air-Medic) Trooper 4, and Aetna Fire Police all made the initial response.

While traveling down Route 896 near the University of Delaware a person ran into the middle of the 4 lane road to flag down the responding Engine 93. E93 stopped and learned an individual was having a heart attack outside the nearby Comfort Suites. The crew from E93 attended to the victim until ALS and BLS arrived. E93 then resumed their response to the MVC.

EMS-9, Aetna’s EMS Duty Officer quick response unit, was the first to arrive on scene at 2133 with an EMS Lieutenant, and Firefighter/EMT on board. EMS-9 observed a 4 vehicle collision, with heavy damage to two vehicles; a 2006 Acura TSX, and a 2006 Ford Econoline van. The other two vehicles were a 2007 BMW 5Series and a 2006 Chevrolet 2500 van. The Ford van was partially on top of the TSX, causing significant damage to the TSX and trapping the rear occupant. EMS-9 notified Fireboard of 3 trauma alert patients, confirmed entrapment and requested an additional 3 BLS units to respond. This added Medic 2A, Christiana Care LifeNet (Air-Medic unit), Ambulances A23, A21, and Cecil County Ambulance 391 to the response.

A8, Medic 6A, A7, and Rescue 8 all arrived on scene between 2138 and 2140. The crews immediately began sizing up the scene, triaging victims, stabilizing the vehicles, and preparing to extricate the entrapped victim.

E95 & E74 were delayed on I-95 NB, as all traffic was stopped due to the incident. Both units, along with ALS-23, arrived at 2143. Crews assisted with vehicle stabilization the scene, patient care, and patient extrication. Crews quickly removed the driver’s-side rear door and cut the roof to extricate the patient from the backseat of the TSX. The task was made more complicated due to the significant intrusion into the passenger compartment as a result of the impact. Despite the efforts of the providers on scene, the rear occupant’s injuries were incompatible with life.

Trooper 4 arrived on-scene at 2146 and transported the first critical priority at 2155. Aetna's Chief, 98, arrived at 2150 and assumed command.

All-in-all, there were 15 patients transported to three area hospitals; Christana, Wilmington, and Union (Elkton).

Delaware State Police closed the Northbound lanes of I-95 for over 2 hours, and traffic was eventually routed northbound on the southbound lanes, with each direction taking two of the four southbound lanes. Ambulance A32 provided an ambulance cover-up at station 9, while Engine 10-5 (from Aetna’s newest station south of Route 40) relocated to the city limits to provide additional coverage.

98 placed the scene under control at 2241, and the Delaware State Police Fatal Accident Reconstruction Team investigated the incident.

Ambulance B12, Medic Command ALS-19, and Medic 1792 also responded.
